俄媒称，泰国政府7月10日做出决定，中国获得了在泰国建设高铁的权利。它将成为连接中国与新加坡并经过老挝、泰国、马来西亚的“铁道丝绸之路”的一部分。
俄罗斯科学院东方研究所专家叶莲娜·弗米切娃认为，该项目如同不久前泰方最终决定购买三艘中国潜艇的决定一样，必将加强中国在泰国的影响力。
俄罗斯卫星网7月12日援引路透社的报道称，连接曼谷和东北呵叻府的铁路项目一期工程估价55亿美元。这是泰国最大的投资项目。
7月11日，泰国总理府官员戈沙表示，这个项目是泰国交通网络发展的一部分，也是中国“一带一路”倡议的一部分。观察家们指出，中国希望通过地区基础设施建设，将中国与东南亚连接起来，包括泰国工业区和马来西亚深水港。许多分析人士把该项目看作为2014年军人上台后中泰关系进一步得到加深的重要标志。

卞永祖说，“其次，这一合作项目真正显示了中国高铁的技术实力获得了认可。以前有人说中国在其他国家的高铁项目有成本和融资优势，但此次是采用中国技术，泰国负责制造。泰国路段的高铁对‘一带一路’倡议和东南亚铁路网的建设非常重要，有利于打造更加紧密的经济体，实现利益共享。这一高铁项目对东南亚各国发展而言十分有利，将大大促进中国与东南亚之间的旅游和货物运输。这也将为东南亚经济注入一剂‘强心剂’。同时也让大家看到了‘一带一路’倡议互联互通建设的进展，进一步增强了各国对‘一带一路’倡议的信心。”
